Now, for your second question: GDL stands for Graduated Drivers Licensing. Generally, it is an approach to granting teenage drivers full licensing privileges. The three stages of GDL are supervised learning period, intermediate license and full-privileged license, respectively. The supervised learning period is a stage where the young driver is granted a learner’s permit after passing a qualifying exam. The granted learner’s permit now allows the young driver to drive around but only with a supervising adult. After clocking a minimum amount of time, the young driver now earns his intermediate license. During this stage, the driver has a license and no longer needs an adult companion to drive. Although an adult is not needed anymore, some restrictions are still enforced at this stage. Usually a curfew is set and cell phones are not allowed. The number of passengers will also be limited. Restrictions may also vary for different states. Then finally, after meeting the minimum age requirement set by law, the young driver then becomes a full-privileged licensed driver.
